Think about it a bit though. He's talking about "step-parents" right? Who gets the kids in a divorce? Women. So this is about single women dating shitty men, who then go on to abuse the children she can't/won't care for properly. That or they get completely ignored, another thing that can lead to shitty criminal children.
It's more than just one factor here, and I think they are multiplicative in nature. Divorce, single-mother, strange men coming over for sex, most likely alcohol and possibly drugs, shitty schools, and god only knows what stupid feminist ideas the women is pushing onto her children.
