They do however want centralized control of the the supply, which some well-placed chaos can initiate.

Commiefornia wants control of the food, media and energy sector. They create scarcity so they can force us to pay a premium for goods and energy. Most of the ports are in Commiefornia so they essentially control everything but the energy sector. they are working on that with the green new deal.

This is an intereting idea, I don't know if it can be blamed entirely on Cali. Certainly they own media, and control parts of the food supply. For now.

As for ports there's competing statistics but by volume of trade they're by no means a monopoly:
