In the 1920s the soviets created a honeypot counterrevolutionary group in order to draw in dissidents

It was organised under the leadership of a czarist general, who was convinced to constantly delay and "trust the plan" (my words) instead of taking action. In practice all activities were monitored by the Cheka/GPU/OGPU. It was also used to spread disinformation to potential Czarist allies abroad and to lure enemies of the Soviets into entering their jurisdiction.
