I don't think they sag that much when they're spinning. The pilot had the disk pitched pretty far forward.

This is why you're supposed to approach smaller helicopters while ducking.

Helicopters are exremely noisy and produce a lot of turbulence. He was probably half blind squinting through the dust and staring into the running lights too.

Either way he either suicidally ignored instructions or he wasn't given them.
