"Can't overstate" is the expression you were looking for.

"Can't underestimate" would imply that the toll is so utterly insignificant that it is impossible to guess too low.

Well...what I think we are seeing is parents facing up to the fact that they brought children into the world and they are primarily responsible for them whereas they have been dumping their children on schoolteachers and making them i.e the State carry the can for their decisions. Put simply, if parents couldn't dump their kids at school they'd go mad instead of teachers going mad which is to stay people need to think a lot more before they breed.If you can't take the heat, don't go into the kitchen!
