Without knowing the PCR CT they are using for the tests we have no idea what is going on. Governments who care more about controlling their people will tend to have a higher CT and so they will have a higher rate; governments who care more about knowing what is actually going on will have a lower CT and a lower rate.
case numbers are total horse shit and have been the entire time. what we see here is a correlation between locations with high vaccination rates and increases in people getting sick, as sloppily proxied by "case" data. what matters is the timing - here we see countries where no one was getting sick/turning positive tests for a year and a half who suddenly see a rapid spike immediately after undertaking a vaccination campaign.
