Maybe. It's probably nothing but I noticed this in the article:

- The death toll has reached 72 as of Tuesday, and over 1,700 people have been arrested. (72)

- Zuma was arrested on July 7. Two days later, the looting started. (72)

- The state power utility, Eskom, epitomizes the graft. Power shortages led to countrywide blackouts in 2007, after which two coal-fired power plants were commissioned. (2007 has a 7 and a 2)

- They were scheduled to be completed in 2012 and 2013, respectively, but both are still under construction. (Taking the 12 and 13: 3 + 2 = 5 and add the 2 1's = 7 and then you're left with 2 and 7 and a 0)

- In 2018, the year Zuma left office, the country was ranked 73, below Rwanda, Saudi Arabia and Cuba. (2018 is 1 more than 2017 giving you 8 minus 1 = 7 and a 2. 73 is one more than 72.

I'm no into the numbers stuff but I do know they are. I can't say one way or the other if they are 'doing something' here.
