The fine was for code violations on the property. Apparently, the defendant likes to work on old cars, and had a number disassembled previously in 2018. Was informed of the issue, and he cleaned it up. Code states you can have 1 vehicle untagged in the driveway, as long as it "appears operable", so not on blocks, panels or parts off, etc.
For example, it could be sitting there with no engine in it, but as long as the vehicle LOOKS like it is driveable, it can sit on driveway untagged.
This asshole code enforcer probably decided in his bias that this guy was "bad for his town" and was going to fine him for anything he could when he returned in 2019, and when he found no violations, he invented one. I've had a similar situation at my old neighborhood that had an HOA. I lived next door to one of the HOA president's friends, and after her and I got into it about her blocking the free run off of storm water, I suddenly received a "compliance infraction" letter every month.
There is HOA in terms of maintaining common property (entrances, sheriff contracts, garbage contracts, etc.) and maintaining building standards - 40 year roofing, no bright pink homes, etc., and then there is the "I don;t like where you store your garbage can," or "your taste in lawn decor is tacky" or "your bushes are 3" too high" or "your fence must be stained light cedar ONLY" or "You can't add a patio to the back of your house because it's not standard" kind of crap.
