Obviously they've been in communication with the government and the Pentagon (hence the report). The vaccine is in preparation for first contact. The meaning of the reverse scenario of the War of the Worlds is that they are aware that they are carrying pathogens and are intending to circumvent contagion, before a full scale outbreak happens. COVID is just the pretext for the vaccine.

I don't pretend to know the aliens intentions. It could be that they aren't planning to wipe us out with a pandemic, but prefer more certain and direct means.
