The only reason I can think of why they didnt was Lt. Gen. Paul Van Riper's performance in the Millennium Challenge in 2002. Riper, who was running the Iran side of the game was able to completely repel the invasion of Iran, and take out a carrier. If they pulled the trigger on a war like that, and lost in the way that Riper showed them was possible, the president would pretty much have to resign.
