Context: Apparently he was a late night diver who had gotten drunk and went swimming the night before, presumably drowned and and was found washed up on the shore that morning. He had long been dead and the crowd just found him so there wasn't much to do. The children are probably ignoring it because they don't notice.

It is a bit off nobody wants to cover the body, but other than waiting for the ambulance to arrive to officially declare death I'm not sure what anyone is supposed to do.

Thanks for the info. My expectation of what would happen on a typical US beach would be people gathered around the body at a respectful distance until the ambulance came. But here people are just milling about like it's not ever there.
