I accept the idea of offering a one time payment of $10,000 to every legal black American, with an enormous catch, they must first sign legal agreement to being perpetually banned from any social safety net programs, no matter what future legislation attempts to change, it's a lifetime contract. If they marry within their race and stay married for 10 years while taking care of their children, they'll be valid for welfare again if they need it, however the great trick theyll find is when they fix their family, take on self responsibility and stop acting like retards, they'll discover they wont need it.
