Captain obvious is just here to farm SCP/CCP in a rather transparent effort to build up the facade of a respectable reputation. Yes, the state is anti-white. Except I suspect what's really going on is they are trying to create conflict between black and white Americans. Even Ron Paul thinks it. He says they're trying to create chaos so they can clean it up.
