Boone was practically the gayest out of all the companions that you pick to back you up in New Vegas. Not only was his storyline fucking pathetic (spoilers he mercy killed his wife because she was sold out and abducted), but he refuses to wear full armor sets when you equip them on him because he prefers to wear his hat. There's a bunch of other companions that are far better because they don't have individual qualms about changing their clothes or upgrading their gear. I got so frustrated by his behavior that I made him kill an innocent person and then killed him in my second playthrough. Also, just a reminder that Zachary Levi and Danny Trejo were both available as companions as well, and both of them were at least interesting. Boone was a self brooding Batman-esque wreck. Have drink with him, tell him to turn around, and then shoot him in the back.

LOL. It's a fucking video game. There's no such thing as a "judge of character" when it comes to an imaginary place. The above is simply my opinion after playing the game a LOT. Surprisingly, New Vegas has a tendency to get some people addicted. I think I put only about 200 hours into the game. I have friends who have easily dumped more than 1000 into it. Whether you do or don't like Boone is always the player's choice.
