I saw a 'recycling' operation in India. They would dump bags of trash into a river, then pick out the plastic that floated to the top. The rest of the trash would just get pushed downstream, out into the ocean. If you land in Mumbai during the day, you can see the trash floating out until the sea from the airplane.
