That depends if you are doing a proper push up or not, Thats not bad for proper push ups but shit for push ups with bad form, But either way everyone has to start somewhere.
Make sure you eat a load of protein and get a load of micronutrients too, You need shit like magnesium and phosphorus for building muscle so make sure you eat a load of veg too, Salad is unironically a great for muscle growth and its more palatable when you can have a ton of meat in it, Rest days are important too, One day on one day off is pretty much optimal if you go hard on the on day.
Do your push-ups to failure, even if you're doing 3 sets. Doing them to a fixed nbr of reps limits your progress. The first day will seem like hell but you adjust quickly.

I have no doubt you can double the amount of pushups within 8 months
the best thing that helped me when I started working out was a good Diet and going for walks at state parks. 3 weeks I basically lost all my extra fat and Was only gaining muscle really quickly
I was able to go from 5-8 push ups to 30 push ups in a month with barely any effort, an attempt or two, every other day. With any consistency he should radically improve.
I've lowered my input a lot, but did notice some level of diminishing returns once basic muscle was built. Getting the initial strength to do some is definitely relatively easy to adding numbers in the reps.
