This is similar to message board's bump feature. I thought it would be nice to have this option to stir up more conversation. There is also now a 'last comment' link which will show you a post's last comment. I replaced 'top' with the 'last replied' button in the navigation bar. If you want to see top posts you can get there from the side bar.

I've put in rules to try and prevent this, like limiting the amount of times you can downvote a user in 24 hours, and not being able to vote on things older than a week. And people said I sucked for that. There is no perfect solution, but downvotes don't really effect accounts too harshly.
