That’s still essentially the attitude of British officialdom towards Germany (and European nations in general). Thatcher was strongly opposed to German reunification following the collapse of the Soviet Union because she thought a united Germany would be too strong. Maybe she was right.
That was the real goal of both World Wars; Maintaining the balance of power. Great superpowers compete with each other; war was inevitable. In both scenarios, the idea was to destroy the empires, decentralizing their power, partitioning their territories and sinking them into economic depressions to prevent them from ever rising again. That's why Germany had to pay millions in reparations in spite of them not having initiated the war.
