Really, matters of CPS are confidential and email which is a primary method of internal communications, they should be encrypted. Nobody prints memos and sends them via interoffice envelopes any longer. Encryption doesn't hide them the way it does a file on your computer. A network admin could back them up, change a password to a sender/receiver account and view them, and authenticity could be verified. They could actually be more damaging than unencrypted email or even printed files.
