In this video are surveillance cameras. The cameras on top of traffic lights are inputs for sensors that only detect the presence of vehicles. They don't record. I don't know if that is what you are describing or if you know them to be surveillance.

You are brainwashed as fuck my guy. My sister is a firefighter. After an incident (I dont recall the nature if the incident) the mayor or alderman decided to crack down on firefighters. They reviewed the footage from those cameras and used that as evidence to write up firefighters for not wearing seatbelts. Not only are they real cameras, but they are constantly recording and they have really high resolution that at the very least can show if someone is wearing a seat belt.

City officials LIE! They lie about the cameras being on because they dont want people to get the idea that they can use those cameras to solve crimes against them. They will always refuse to release that unless they personally stand to benefit. If just one person gets to use it to thier advantage they will go around bragging and everyone who will want the same treatment. Pretty soon the videos are being used against criminals with connections who otherwise always get away with crimes.
