As for this being a "smoking gun", I think that is interpreting it a bit too far.
Nowhere do they implement lockdowns and economic suicide, nor use of masks. In fact, the whole thing was basically an exercise in how to communicate information to the general public in the wake of a pandemic.
However, IRL, following the MSM and government and social media, there was not a coordinated effort until Trump started doing daily briefings and was controlling the narrative - suddenly, there was coordinated efforts, simply to refute anything Trump said, regardless of health effect, in order to reduce his electability.
I'm open to other interpretations, and thanks for finding this - this was actually a pretty cool read, especially in terms of how propaganda is attempted to be used.
