Some do. South America was colonized by Europeans. There's definitely a racial caste system down there too, with whites and mestizos being around the top and what they call Indians and niggers (or swisso) at the bottom. My wife is Colombian, and she's white. As a side note, it's socially acceptable to be racist down there.
