A woman is defined in the biological sense. XX Chromos? That's it. Having children isn't...it's motherhood.
However, I'm assuming whatever thing this quote came from was making the tranny argument. The "ability" to push out children lies in every biological woman. Whether they can or not, due to infertility or otherwise, is irrelevant. In the natural human development of females, they stop having that ability.
If they have XX, then they're women. If not, then they are poor imitations.
