Lots of problems with that. For one 99.9% of land is not accessible from the sea. The point is to radically lower land cost internationally. MOST land is unusable right now because there is no road access.

Honest question: do you think governments of the world would be OK with this if it managed to become popular? You would essentially be creating a new nation on the sea, and a nation is only as good as its own ability to defend itself...
This is kind of a sneak attack. Poor countries would be forced to incentivize wealthy tourists by allowing tremendous latitude to AirShip owners. This would lead to a competitive marketplace for AirShip tourism wherein eventually every country would be forced to radically open their borders for AirShip owners.
