Torque is force applied, the rotational inertia is what the torque is being applied to. Or, like i said the inertia trapped in the wheel. The torque comes from the rotational inertia of the wheel during mid air braking. In hindsight the centripetal force may not be the correct term for this but it 100% is the rotational inertia of the wheel that is either applying the torque, or having the torque being applied to. Without that inertia, there would be no force to act upon. So, yeah thanks for the clarification and I hope what I said here makes what I said up there make sense.
