Training is expensive. First thing that gets cut in the budget is bullets, range time, and paid time at the range. SWAT guys do much better, but still not enough.
So, unless the cop is also a "gun guy" who has personal interest in it and wants to do it on his own time ... the training is a joke and this shows in all the police stats. Most departments report <30% hit rates. So >70% of bullets fired by police are not hitting their intended targets.
