The Nazis of course have an interesting history in escaping to South America. Most notably Perón's Argentina but also Brazil, and yes, Paraguay and to a lesser extent Uruguay.
Fwiw the whiteness standards of South America are lax. Uruguay is regularly cited as high 80s or some such in its white population. But like other South Americans, except to a lesser degree, they score too black and amerind.
