TLDR: doesnt say when they are added or give a final cut off date for counting - so presumably all these different precincts report totals at different times. you seem to forgot multiple counties that not only 'found ' stacks of late ballots but also boxes of mail in days and weeks after the day of election (which is the actual terminology used - only votes made on or up until the end of election day are to be counted - convid 'relaxed' all these laws and more).
