I made a little chart explaining the possibility of capturing a bullet streak. It's all about shutter speed. Video cameras operate the same way as still cameras - balancing the trifecta of ISO(film speed), Aperture(light opening), and Shutter Speed.

Shutter speeds above 1/8000sec are not uncommon.

Here's the explanation - I learned on film cameras years ago so it's fairly sorted in my head. If the bullet is in the frame while the shutter is open, you'll see a streak.
