I made a little chart explaining the possibility of capturing a bullet streak. It's all about shutter speed. Video cameras operate the same way as still cameras - balancing the trifecta of ISO(film speed), Aperture(light opening), and Shutter Speed.
Shutter speeds above 1/8000sec are not uncommon.
