Any company selling data would likely sell it on the local level (you are correct) but each county might only have 5 or 6 active individuals in the dataset. It could be valuable to the national feds but they have more robust datasets to work from like visa purchase logs or isp network purchases or traffic. Plus, local cops tend to have smaller budgets. A $30k data set is more than they would likely spend. And yes, 30k would be a fair price for that type of dataset. I have negotiated multi year commercial data contracts up to 1.7 million.
