They are so stupid and stuck in the past that that they still think that a speaker has to be physically present in the country in order for people to hear him speak.
There is nothing preventing anyone from projecting him on a screen in a rented public venue, recorded or in real-time. Or, if they try to block that (by denying permits, etc.) the tech is cheap enough to simply project him on the side of public buildings, for a flash mob, right in middle of Brussels, and there's nothing they can do to stop it.
If fact, every effort to try and stop it simply reinforces their image as totalitarians.
