Wouldn't they just say that it's due to the sun being close to Earth? Maybe if they did it with multiple points east-west and north-south, to find out that the effect only happens on one axis, rather than both as you'd predict if it were a flat surface with a close light source. They'd then just say that their cellphones were rigged to lie about time synchronization, to throw off their experiment. I wonder whether the angle difference is enough to measure within a small space, say hundreds of feet. Probably not.
