The reason is a real citizen has to be specifically endangered immediately by your speech. Kill all the Jews leaves a Jewish grandmother very safe since it is not targeting her specifically and she is unlikely to be in danger from the statement.
Calls to violence... Need to be specific not general ideas. They need a plan laid out with a real conspiracy to do real harm to a real person that you can actually reach and harm...instead of just chewing the fat about how much Jews need rope.
