If russia refuses to act, they lose all credibility. Likewise if they refuse to escalate, turkey will see this as a sign of weakness and potentially pivot. Hell, turkish intelligence may see it as a sign that russia is weak or colluding with the west, and throw erdogans run off election in favor of the west. And then we get a global war escalating in the middle east instead.
