Fuel still in tank... can be OK. Grey zone.
No constant argon flow into the tank... can be OK if you put rags in every hole, never a plug or cap.
Welding on top (flat hand) with an obvious air pocket full of fumes & residue on the surface inside... complete & total retardation.
He's actually lucky it was at least half full, it limited the amount of fumes inside.
