I recommend darkness falls, which can be installed via the mod launcher. It is a difficult mod, that adds a lot of nice things to the game, including the old "learn by doing" level system. The only drawback to this mod is that it needs custom maps.
However, the custom maps have improved lately, with recent alpha 20 ones having a raised interstate system.
