These are two executive orders that Biden signed within his first 10 days in office which limited domestic production of Crude Oil, and limited federal subsidies to oil companies - thereby raising the price.

Crude Oil markets saw increases in price the very same day these orders were signed, and crude oil prices have risen over 60% between the dates Biden took office and the day before the start of the Russo-Ukrainian War.
