Typically the root cause beyond diet, is body fat (not total weight, but body fat) and the max body fat your body can take is genetic. Japanese despite being about 130lbs have higher than expected levels of beetus. They just aren't supposed to have much fat.
So if you can get to 20-22% you'd be doing good, even better if you can get to 15-18%.
I also hope you've had a full blood panel. Hormones, thyroid, these all make it harder.
