When I was a professional driver, I distinctly remember when the retina burning headlights started to become standard on American cars. I read at the time, that in Europe that there was a leveling device (high tech gyro system) incorporated within vehicles with these high-intensity headlights so that oncoming traffic would be able to pass without having their eyes fried. A decision was made somewhere, that US car makers would not incorporate this part of the new technology. It's like you need a pair of sunglasses until the vehicle passes, then you're back to driving on a dark road again, all of this within seconds. The sun doesn't come and go like that!
