Honestly that's more useful than starting a bee hive. The whole reason why the bees were dying off is that a mixture of being transported around (causing different colonies to cross over the same territory), and chemicals, basically set up a situation where the carrying capacity for bee colonies is less than the number we have. So adding new hives isn't going to help.
Adding more food free from pesticide actually helps.
