Poisoned injections were only given to selected areas. And in those areas, not every injection was poisoned. They are strategically changing the demographics of selected areas over the long term.
In 3-5 years, there will be enough deaths in those strategic locations to change the political stance and make room for "diverse" people.
In 20 years, because they injected kids with a separate round of injections, the only fertile people in those areas will be the "diverse" people who moved in.
