It does bring up a question of who "they" is. I admit I don't do shit for the water system other than pay my bill. I will say I think part of Flints original problem was that people there never did pay the bill.
If u were an individual white person who happened to have the misfortune of being in Flint you'd be screwed no matter what your IQ is. Of course I'd say leave but thats hard if youre poor.
