If you can no longer provide clean drinking water to your citizens, when you have been able to do so in the past, you have devolved back down the civilization scale into india.
The good news is I don't know or like anyone in Portland, and all of the decent White People have already left.
But I'll bet the Portland water department can check all the dei blocks on the form. So at least they've got that going for them.
