I already told you how to solve this. You need a relay at the ground level so you can disconnect it from ground and reconnect it. Every time you disconnected from ground the voltage gradient ignores the copper wire and flattens out around its base. Once you reconnects to the ground. It receives a high voltage surge creating an arc at the top of the wire. After it arcs, it means that the wire is now grounded again and is pushing up the voltage gradient and is only receiving low voltage. You need to disconnect it from the ground again so that the process can happen again. It's really that simple.
