Easy. Combine:
1) A complete and utter lack of immediate, painful consequences, with,
2) the ability to immediately share video with the whole world of them showing their asses.
I'm old enough to remember a time when getting the mortal shit knocked out of you by the nearest adult male was enough to keep order. The cops didn't get called. And now you had to explain to everyone where you got that busted lip and black eye from, if they hadn't already heard all about it.
