I think your circles could be interpreted as being inclusive, rather than exclusive. What I mean is, your red circle could be interpreted as non- Whites are allowed anywhere within the red circle, including the inner-most white circle. Conversely, Whites would be restricted to only the inner-most circle. I get your idea, but I think the infographic might be confusing.
