The revolutionary's paradox. The more totalitarian the state, the more moral justified you are to fight against it with violence, but also the less possible it becomes to violently fight against it.
Coupled with the tyrants dilemma of belling the cat, everyone hates the tyrant, but rebelling carries a risk that depends upon others joining in and rebelling also, if not enough join the fight all will be punished and not joining in with the punishing of rebels is itself an act of rebellion. So plenty refuse to rebel because they fear that there won't be enough people rebelling beside them to avoid or forestall punishment from the tyrant, and also many who hate the tyrant and support rebellion against him will punish those who do so in order to avoid being the next to be punished.
Both considerations must be made by wannabe rebel leaders.
