If you make something illegal for a reason, either you commit to that reason or you invalidate your laws entirely.
First we had no age of consent (which is the word I'm using broadly for all legal age restrictions).
Then we set it at the age of biological adulthood, where "if she was old enough to bleed she was old enough to breed" (a reference to how a girl's mensuration was used as the indicator of her having entered into womanhood).
Later we raised it to the age of observable bodily development, reaching their peak physical height, that's about where we've had it set to up until now.
Now I'm proposing that the age be raised again, to the age of observable neurological development, reaching their peak intelligence quotient and full development of the areas in the brain associated with decision making (you know, giving consent. Such as when voting for a political representative or running for that office).

No minimum age as long as all are free to consent. Plus, all allowed to drink or use drugs galore. My first beer was age 4. My two year old son liked margaritas. How'd that work for him? He has a degree in nuclear science. Margaritas for the win.
