The power of brainwashing/programming the human mind is underestimated a lot. The shit you can get a portion of any populace to do is batty.
You never get them all, but you don't have to. Just get enough of them to do what you want, place them front and center, and show all the rest that this is now "normal" for whatever you want them to do.
