I remember seeing an article not more than a couple of years ago about how the whole state of California was really dependent on just a handful of billionaires staying as residents of California. And if those billionaires ever decided to move out it would make such an impact on the tax receipts of the State of California that it would go immediately and solve it. Of course Elon Musk famously left California and very cleverly declared he did not have a home. It's one of the reasons he sold the houses in california.
Additionally there was a story couple of years back about a guy who was very wealthy and who California attempted to say that he owed them taxes after he moved out and he fought it for quite a while and won.
